JPR worked with Storrow Kinsella Associates (SKA) and Development Concepts, Inc. (DCI) of Indianapolis to complete a comprehensive strategy for redevelopment of this prominent retail center. The underperforming retail site is positioned well, along the I-80/90 corridor, and is the City of Elkhart’s key gateway. SKA developed the land reuse strategy, while DCI prepared a detailed reinvestment plan. JPR’s assignment included traffic planning, project cost estimating, and preparing a creative funding model. This unique project used existing TIF revenue to self-fund the redevelopment effort, allowing for an immediate high-impact improvement to the gateway and shopping center.
Initial redevelopment phases occurred in 2012 with the completion of the upgrades into the center, opposite of the Indiana Toll Road Exit 92 Toll Plaza.
