Beginning with the need to upgrade the existing water main system, this project included the connection of a new water main loop by open cut construction at Main Street (SR 13). The project as a whole included reconstruction of Brown Street and Bristol Avenue pavement, curbing, sidewalks, and ADA crosswalks. Enhancements to the parking area were also made, including pervious block paving with subsurface drainage adjacent to the City park, along with grading, plantings, bike racks, and lighting contingencies. In addition, a Community Crossing Matching Grant was awarded and funded through INDOT, and permitting was achieved through IDEM for the water main extension.
Throughout the project, coordination with INDOT was essential – specifically for the open cut water main extension into Main Street and the pavement removal and replacement. The phased maintenance of safe two-way traffic on SR 13 and additional Town streets also required INDOT coordination. In addition, close coordination with the Town of Bristol Fire Department was necessary due to the location of the station within the project limits. Utility coordination was also required, which included the relocation of existing gas lines and utility poles.
During the project the Town discovered that much of the existing water main – both within and adjacent to the project limits – was in extremely poor condition. Because of this discovery, an expansion of the project limits was required to upgrade the water main beyond the original scope and avoid the possibility of a large-scale water main failure. JPR worked closely with the Town and the awarded contractor to quickly revise the design for the expanded scope, keeping the project moving.
JPR provided design, permitting, construction administration, and construction inspection services – all involving significant change orders due to the expanded scope of work.
